Lucy Ellen Barr, age 82 of Milan, passed away on February 12, 2026, at her residence after an extended illness. She was born in Pensacola, FL on July 31, 1943, to Roy, Jr. and Louise Leach Ramsey. After graduating Trezevant High School, she attended business school and after many faithful years of working, retired from the Methodist Hospital in Memphis.

She is survived by her siblings Jennifer Ramsey Hays of Milan, Steve Ramsey of Union City and Mark Ramsey of New Orleans. In addition to her parents, Ellen was preceded in death by a brother Phillip Ramsey.

The family has chosen a private Celebration of Life to be held at a later date.
